PROJECT MANAGER

The Project Manager is responsible for developing, maintaining, delivering, and supporting evaluation of courses and learning modules for training systems and professional development providers. This position requires independence and will be responsible for the production of instructional design materials, clear communication skills to provide updates and design ideas, updating of course and module content and technology, and collaboration with analysts throughout the Program. Collaborators might include subject matter experts, content specialists, course developers, graphic designers, instructional designers, media specialists, and web application developers.
The successful candidate must be able to take the instructional design needs from several projects and apply best instructional design practices to help complete the projects. The candidate will bring expert working knowledge of the production aspects of creating training curriculum (e.g. LMS production and learning content conversion/design). In addition, this position will oversee the design instruction that reflects an understanding of the diverse group of learners, develop training program goals, overall program objectives and module objectives using template-oriented Learning applications.
Responsibilities
- Developing new training program, with some manager guidance, beginning with conducting a formal analysis of training needs.
- Using adult learning theory knowledge to identify appropriate training media and methodologies based on audience learning styles, course content, audience location and more.
- Researching and modifying existing training curriculum, content, materials and job aids to meet learning needs.
- Reviewing program evaluations, test results, and participant and manager feedback on training effectiveness to make recommendations for program improvement.
- Determining a design process and approach for complex programs, leveraging a build/buy/curate model ranging from creating a learning product from start to finish, partnering with vendors to get work done, and providing consultation to Learning & Leadership partners on what resources to use and how to get the best out of those resources.
Requirements
- Must have an active SECRET (or higher) Security Clearance
- Bachelor’s degree in instructional design, instructional technology, education, communications, or a related field, AND, 3+ years’ experience in the design, development, and deployment of online courses.
- Experience with and understanding of how to develop and interpret RFPs (Request for Proposals), Basis of Estimates (BOE), Rough-Order-of-Magnitude (ROM), Statement of Work (SOW), Standard Operating Procedures (SOP), task sheet development, contract language.
- Working knowledge of e-learning authoring tools (such as Articulate, Captivate, Adobe, and H5P).
- Experience designing e-learning interactive content that support adult learning principles.
- Working knowledge of HTML, CSS, MS Office Suite (MS Word, PowerPoint, Project, and Excel).
- Excellent written and oral communication skills.
- Highly organized with a great attention to detail.
- Ability to work collaboratively and effectively as an individual contributor and member of multiple teams.
- Ability to take initiative, set priorities, handle multiple projects and exercise good judgment in a fast-paced, dynamic and deadline-driven environment in an organized and professional manner.
- Ability to think strategically, problem solve, and suggest creative solutions.
- A successful record of designing learning blended experiences that include simulations, games, video, just-in-time learning solutions, job aids and infographics, and animation/motion graphics.
